
Stadt Wallisellen Successful IT Sourcing in Public Tender Procedure
The town of Wallisellen in the canton of Zurich has a population of over 17,000 people. In addition to attractive housing, Wallisellen is also a popular location for businesses, with around 15,000 employees commuting to the town every day. The 130 employees of the central city administration take care of the residents.

Challenge
The City of Wallisellen’s administration already sources part of its IT infrastructure as Managed Services from an external IT service provider. Due to the expiring service contract, the decision was made to redefine the scope of outsourcing and initiate a public tender. Due to the threshold value, a tender process in accordance with the public procurement law of the canton of Zurich was required. Metagon was commissioned by the City of Wallisellen to analyze the existing IT setup, lead the evaluation for a suitable IT service provider according to the submission regulations, and support the project initialization.
Solution
The analysis of the current setup and the conceptualization of the target architecture revealed that, in addition to the basic IT infrastructure, IT security, networking, and digital workplaces (DWP) should also be outsourced. The public tender was conducted in a selective, two-stage procedure. In close collaboration with the City of Wallisellen, eligibility criteria for the prequalification of applications were defined. In the second stage, the eligible providers were evaluated based on quantitative and qualitative award criteria using both traditional and agile methodologies. After an extensive evaluation, the most advantageous offer was awarded the contract.
Results
By outsourcing IT infrastructure, network, and DWP, the City of Wallisellen was able to successfully develop its technical operating concept, implement security standards across departments, and improve protection against cybercrime. The outsourcing also led to the standardization of the entire IT operation, realizing the desired efficiency gains and cost-effectiveness. Metagon ensured that the legal requirements were adhered to and that the awarding decision and evaluation process were clearly documented, transparent, and traceable, thereby minimizing the risk of objections.
