Migrationsamt Kanton Zürich New Application for the Migration Office of the Canton of Zurich
The Migration Office of the Canton of Zurich (MAZ) employs around 180 staff members and is responsible for implementing federal law and international agreements in the areas of immigration and asylum law. After reviewing the corresponding applications, it grants entry and residence permits, processes visa transactions, and enforces deportation orders.
Metagon, as a competent advisor, helps us with a thoughtful technical concept, not only to renew our core system but also to comprehensively digitalise paper-based processes.
Challenge
In the summer of 2021, the MAZ tasked Metagon with conducting a study for the replacement of its existing core system. This decision was made because the operation and maintenance of the current core system were costly and time-consuming. Additionally, the current IT infrastructure did not offer the required flexibility to efficiently drive the digitalisation of business processes. As a result, the MAZ decided to undertake a system renewal and appointed Metagon to conduct the public tender.
Solution
The public tender, consisting of five lots, was carried out using a selective procedure. During the prequalification process, the providers were not only evaluated based on predefined eligibility criteria but were also assessed in an evaluation based on their working methods and approaches to unknown challenges. The five providers with the highest compliance levels were then invited to submit their offers. After reviewing the submitted proposals, the providers were given the opportunity to present the technical functionalities of their solution to the MAZ in a provider presentation. Metagon and the MAZ evaluated the presentations. In the next step, the provider's solution was tested for feasibility through a Proof of Concept (PoC).
Results
The new core system of the MAZ drives the digitalisation of relevant business processes. Applications can now be processed online, and the required form data is generally processed electronically. The system renewal will also eliminate the need for multiple data entries for master data. The entire solution consists of standard components that are continuously updated to keep up with the latest technology. This solution approach is also highly suitable for other administrative units. Metagon successfully carried out the selective tender to the full satisfaction of the MAZ. Thanks to the agile approach, always in compliance with legal requirements, the MAZ found a provider that is both technically and culturally a perfect fit.
